Hamzah Khan: Police Investigated Over Death

The police watchdog is to investigate officers' handling of concerns about four-year-old Hamzah Khan, who was left to starve to death by his mother.

Mother-of-eight Amanda Hutton, 43, from Bradford, was jailed for 15 years in October after his mummified body was found in a cot in  her bedroom in 2011, almost two years after he died.

At her trial, at which she was found guilty of Hamzah's manslaughter and neglecting five of her other children, it emerged that a range of agencies, including police, had contact with her family but no-one spotted the danger the youngsters were in.

Now, the Independent Police Complaints Commission (IPCC) has announced it is examining West Yorkshire Police's conduct in the case.

Allegations of neglect were made to the force, and the IPCC will look at what action was taken.

IPCC Commissioner Cindy Butts, leading the investigation, said: "The death of Hamzah Khan was a truly shocking example of the most cruel neglect imaginable and at the heart of it lies the loss of a young life.

"Our investigation will examine what action West Yorkshire Police took and also why the contact was not referred to us in 2011."

A serious case review published last year concluded that Hamzah was "invisible for almost a lifetime".

But that finding was slammed by Children's Minister Edward Timpson who expressed his "deep concerns" and said it failed to explain "missed opportunities to protect children in the house".

Hutton was living in what the report described as "breathtakingly awful" conditions with five of her young children and Hamzah's mummified remains when police entered her house in September 2011.

His body was only discovered due to a police community support officer's pursuit of a minor anti-social behaviour complaint because she knew something was wrong.
