Archbishop Welby: We Will Have Women Bishops

The Archbishop of Canterbury, Justin Welby, has insisted that the Church of England will allow women to become bishops.

Speaking at the Church of England's ruling General Synod he said the debate was now about how the change should be brought about.

"This is not about whether, but about how," he told the meeting in York.

The Archbishop said the church was moving in "a clear general direction" which was "the best way forward".

At the end of the debate the three houses of the Synod - bishops, clergy and laity - passed a motion to "reaffirm its commitment to admitting women to the episcopate as a matter of urgency".

A steering group will now be set up to draw up draft legislation which could result in the first women bishops being ordained in 2016.

The group's findings will be debated in November in London with a final vote on the matter expected in July or November 2015.

Attempts to approve women bishops failed to pass one of the three houses of the Synod in November last year after bishops and clergy approved the change, but less than two-thirds of the House of Laity agreed.

The new scheme makes allowances for traditionalists who oppose women bishops, but means there will no longer be any dioceses where none of the serving bishops ordains women as priests.

Under the plan, the bishops would be asked to draw up arrangements for opponents.
